Opinions about people are formulated, not on the basis of their skin colour or hair,
but rather on the basis of their observable behavior and their observable actions.
This is how prejudices subconsciously develope towards a group of people.
Some people who think consciously about the group will be able to avoid
putting the whole group in the same behavioral 'box'.
If this occurs in the same race group, the name in itself will discriminate the people.
For example white trash, soutie, Irish, mafia, Punks, Jew, Roma, LGBT, geek, etc.
If the population group is not of the same race this will termed racism.
The solution is to support and improve the behavior of the lagging people.
Ignoring observations is not the cautious way forward.
