An attempt to discipline three Undergraduate Student Government members failed in a secret-ballot vote Wednesday night resulting in the unofficial resignation of one member, loud protests from another and tears from some.Those who brought the motion said the rules had obviously been violated.’I felt that we have 100 percent proof of misuse of funds and once again we turned our heads and ignored it,’ said Jeff Capell, USG business representative and a sponsor of the motion. ‘It’s an embarrassment to USG. I can see why students don’t want to get involved in USG.’The uproar resulted from the improper paying of Julie Babb, last year’s elections governance board director, by former president Kevin Sheriff and former treasurer Colin O’Brien.Five members of USG, including Giles, submitted a motion to censure, or reprimand, Babb, O’Brien and Sheriff. The reprimand would go on their records and a second action could result in their dismissal from USG. All three are still involved in USG and gave speeches admitting they broke the rule but insisting the censure was unnecessary.’I certainly did break the rules… for that I am sorry, no more or no less,’ Sheriff said. ‘I regret my sorrow is not for my action but for the action this body is considering tonight. The worst of USG has finally reared its ugly head.’The motions’ failure prompted James Giles, USG representative for the College of Arts, to leave the meeting.’You have my resignation effective now,’ Giles said. ‘This is a bunch of bullshit.’Evan Oakley, apartment and rooming houses representative, said those seeking the reprimands were overreacting to a mistake.’Let’s be realistic,’ Oakley said. ‘This legislation is setting up a really impossible standard for this body. It’s basically a pledge that everyone on this body, counted in assembly, is going to be perfect from this point onward.’ Capell was visibly angry when the motions failed but later said he would remain in USG.’People like him (Giles) should not be resigning because of other people’s corruptness,’ Capell said. ‘I’m not going to resign because other people are a bunch of wimps and refuse to take responsibility for what this body does.’The USG bylaws state a complete report on elections must be approved by assembly one week before the director and other board members can be paid. Babb’s report was not submitted until Nov. 6.However, Babb was paid by O’Brien on May 20 under the direction of Sheriff. ‘As a treasurer I signed checks all the time, this check didn’t seem any different to me,’ O’Brien said. Babb said she was unaware of the bylaw in question and apologized for accepting the checks.’I was never directly told that this was an issue at hand, that I should submit a final report,’ Babb said. ‘I gladly gave the report once I was told it needed to be given.’USG adviser and OSU political science professor, Herb Asher said the incident was over-blown.’I think tonight was maybe a failure of common sense,’ Asher said. ‘I’m not questioning anybody’s sincerity, but there are bigger issues here.
